## Verdict

**Named quarantine.** The block-consensus repair is **`consensus-only repair`**
strength: it closes the v0 source-bound spoof at the consensus level, but the
run cannot promote to bounded positive because the `mixed_objective_laundering`
disclosure gate fails on one protected mixed cell.

This is not a safety failure. No unsafe controller reached `consensus_accept`,
and the v0 falsifier is neutralized. The block is a disclosure-consistency
failure: a *protected* mixed cell consensus-accepted, but its objective-conflict
flag was block-unstable (fired on 2 of 4 accepting blocks, below the M=3
disclosure floor), so under the frozen rule it counts as an unqualified accept.

The two unsafe block-level accepts are exactly the **consensus-only repair**
signature the slate pre-registered: source-bound single blocks still cross the
fixed 0.23 / 0.18 thresholds by seed-block mean drift, but the 3-of-4 consensus
rule refuses to promote them. The receipt therefore may **not** claim
source-block safety; it claims only that the consensus verifier did not promote
an unsafe controller. `source_block_safety_claim_allowed = false` on disk.

## Why the run still quarantines (the disclosure gate)

The failing cell is `l_mixed_lambda_0_95_medium`, a **protected mixed anchor**
(not an unsafe cell). Its four holdout blocks all consensus-accept on signature
and geometry, but the observation channel straddles the 0.5 objective-conflict
flag threshold across seed blocks:

Flags fire on 2 of 4 blocks (`accepted_mixed_objective_flags = 2`), below the
M=3 disclosure floor, so `objective_conflict_disclosed = 0` and the accept is
unqualified. The other three mixed cells (`l_mixed_small`, `l_mixed_medium`,
`l_mixed_lambda_0_5_small`) flagged on all 4 blocks and passed disclosure.

This is the **same block-drift mechanism as the v0 falsifier**, now surfacing in
the disclosure flag instead of the accept decision: a fixed threshold (here the
0.5 observation flag line) meeting per-seed-block mean variance produces an
inconsistent M-of-K pattern. The repair fixed block instability for *promotion*
but left it unaddressed for *disclosure*.

## Signature accept floor (passed; pre-registered estimate was conservative)

Floor passed 3 of 3 independent signature controllers (`floorPass`, requires 2 of 3):

The pre-registered v1-slate expectation put the thin `l_signature_small` cell at
only ~0.57 probability of `consensus_accept` (it sat just +0.0079 above the line
in v0). On its actual holdout blocks it cleared comfortably: signature 0.28174463
/ 0.27934393 / 0.2699588 / 0.25329269 across seeds 60000–90000, all four
accepting. The pessimistic estimate did not bind on these seeds. This is recorded
as a place where the pre-registered probability was conservative, not as a
post-hoc adjustment — the floor gate and its 2-of-3 rule were frozen before the
run.

Op counts are the reproducible cost signal; wall-time is contention-bound and
never a promotion gate. The op total is dominated by the 52-block raw-log
recompute; the consensus arithmetic itself is 160 ops.

## Claim Boundary

This receipt does not claim cryptographic one-wayness, general alignment
verification, wall-time cheapness, body-resistance / Sundog-regime-2, or progress
on P vs NP. v0 is not revised: it remains `falsified_registered_cell`,
`capacity_threshold <= small`. The mesa body-resistance boundary holds
(`FVE(net.7 | 5D) ~ 0.97-0.99`): this is a control-substrate consensus repair, not
a high-dimensional body-resistance result.

## Next Step

The repair mechanism is sound and the unsafe side is closed at consensus. A v2
repair slate, if opened, has a single well-localized target: the disclosure flag
inherits the same block-instability the accept rule had. The honest options are
(a) apply the same M-of-K consensus discipline to the objective-conflict flag
(a protected cell is disclosed if a majority of its accepting blocks flag, and
the consensus reports the flag rate rather than a single-block flag), or
(b) treat a block-unstable disclosure flag on a protected accept as a disclosed
ambiguity rather than an unqualified accept. Either is a new rule and requires a
new slate id per the v1 Freeze Rule; it must be pre-registered, not tuned to this
cell. Do not widen K or retune the 0.5 observation line as the repair.
