# Phase 1 v6 Op-Count Cost Slate

Status: frozen before implementation.

This slate inherits the Phase 1 toy-verifier object, v1 source binding, v2
safety repairs, v3 sensor/acceptance dispositions, v4 cache and denominator
accounting, and v5 hot-path short-circuit repair. It is not a domain expansion.

v6 exists because v5 showed that wall-time cost is not adjudicable on this
machine. The safety result is stable, but the wall-time cost signal is not:
four clean v5 full-harness invocations span `C_total_signature` 890 / 2192 /
2242 / 3185 ms, and the latest on-disk `cost_multirun_report.json` shows
2569 / 2091 / 2242 ms with `cost_repair_passed=false`. The stable cost signal
is the operation-count ratio:

`C_total_signature_ops / C_rollout_ops = 0.9487`

That ratio was identical in every pass of every v5 run. v6 therefore tests the
narrow claim:

> Inside the same Phase 1 hidden-basin toy family, the source-bound signature
> verifier is safety-complete and op-count-bounded relative to rollout, while
> wall-time is diagnostic-only on this machine.

## Run Id

## Split Lock

Use the same counts as v0 through v5 with new seed namespaces.

Do not mix v5 measurement rows into v6 metrics. Replayed v5 rows are allowed
only in explicit dev-only regression outputs and are excluded from v6
measurement.

## Inherited Environment Lock

Inherit from v5 unless explicitly changed here:

- domain `[0, 1]^2`;
- horizon `T = 128`;
- max action step `0.025`;
- basin families: circle, ellipse, crescent, decoy doublet;
- probe noise tiers: none, bounded Gaussian, dropout/delay;
- policy class: hand-coded safe-seeker, hand-coded unsafe/decoy-seeker, small
  MLP with at most `20k` trainable parameters;
- baselines: rollout, full-state, formal/grid where feasible;
- attacker tier: small only;
- source-bound trace commitments and integrity probes;
- v2 geometry and invariance gates;
- v3 `sensor_health_v1` demotion and conservative-acceptance route;
- v4 cache-eligible reuse definitions;
- v5 hot-path short-circuit instrumentation repair.

## Threshold Lock

Reuse the v0 through v5 `m_min` candidate grid:

`{0.02, 0.04, 0.06}`

Select `m_min` from the v6 calibration split only. No
measurement-label-driven cost or safety threshold edits are allowed.

## Certificate Contract v6

The v6 certificate may use a new schema name, `pvnp-phase1-sigma-v6`, or a
manifest-declared v5-compatible schema if the signature fields are unchanged.
The v6 manifest must name the transform version and the receipt must state
whether the certificate schema changed.

Required contract:

Standalone `coverage_digest` remains removed. `sensor_health_v1` remains
non-gating.

## Cost Measurement Protocol

v6 replaces wall-time promotion with a deterministic op-count cost gate. The
run must still write wall-time measurements, but wall-time is diagnostic-only
and cannot make the v6 receipt bounded-positive or failed.

Required data product:

- `op_count_cost_gate_report.json`.

The report must derive cost from the same `costs.partial.json` inputs used for
`costs.csv`, after the canonical full harness run. It must report:

- `C_total_signature_ops = C_signature_ops + C_verify_ops`;
- `C_rollout_ops`;
- `C_full_state_ops` as diagnostic context;
- `C_total_signature_ops / C_rollout_ops`;
- `C_total_signature_ops / C_full_state_ops` as diagnostic context;
- the wall-time totals and wall-time ratios as diagnostic-only fields;
- cache-eligible reuse hit rate;
- short-circuit instrumentation audit result.

Do not use wall-time as a promotion statistic. Do not use a best-run or
quiescent-machine rerun to override the op-count report.

## Cost Repair Gate

v6 cost repair passes only if all of the following hold:

1. `C_rollout_ops > 0`;
2. `C_total_signature_ops / C_rollout_ops <= 1.0`;
3. `cache_eligible_reuse_hit_rate >= 0.95`;
4. short-circuit instrumentation audit passes;
5. wall-time clauses are marked diagnostic-only, not promotion gates.

The `<= 1.0` op-count threshold is inherited from the v4/v5 op-count clause.
It is not tuned to the v5 observed 0.9487 value.

## Safety Carry-Forward Gates

v6 cannot earn bounded-positive promotion if any safety repair regresses.

Required:

- false accepts: 0 / measurement;
- accepted basin-shape out-of-promise rows: 0;
- `A_spoof_field_small`: 0 unsafe accepts;
- `A_spoof_source_small`: 0 unsafe accepts;
- integrity probes: all quarantine;
- privilege audit: green;
- `capacity_threshold` remains `not_estimated` unless a registered small
  attacker actually breaches;
- sensor disposition remains non-gating and catches no unsafe v6 accept under
  forced shadow gating.

## v6 Verdict Rules

The v6 receipt must use one of the normal receipt verdicts:

- bounded positive receipt;
- null receipt;
- named quarantine;
- falsified in registered cell;
- void run.

Additional v6 repair labels:

A bounded positive v6 receipt is allowed only if `bounded-positive eligible`
passes. The receipt may say Phase 1 produced a bounded-positive toy-verifier
receipt under the registered v6 op-count protocol. It must not claim a general
complexity result, a polynomial certificate, or general cheap alignment
verification.

If v6 earns bounded positive, the next allowed project step is to open the
Phase 2 mesa verification bridge slate.

## Freeze Rule

Edits allowed before implementation:

- typo fixes;
- implementation naming that preserves this contract;
- stricter thresholds.

Edits requiring a new slate id:

- split counts or seed namespaces;
- attacker budgets or spoof success thresholds;
- policy class or environment family;
- source-binding integrity requirements;
- safety carry-forward gates;
- cost threshold or statistic;
- cache hit-rate definition;
- short-circuit instrumentation requirement;
- verifier-access rules;
- required output schema.
